Finance Business Partner
Introduction to the Role
Location: Tuas, Singapore
AstraZeneca is establishing its first biologics manufacturing campus in Singapore, a ground-breaking USD 1.5 billion investment that will strengthen the future of global biologics supply. This innovative campus will integrate multiple high-value manufacturing capabilities, including small-molecule API production, monoclonal antibody manufacturing, conjugation operations, sterile fill-finish, including lyophilisation, and final packaging. Built with advanced digital and automation technologies, the facility is designed to enable AI-supported autonomous operations and carbon-neutral performance.
We are seeking a passionate, driven individual who thrive in dynamic environments and demonstrate a strong make-it-happen outlook to join us as Finance Business Partner for Singapore Operations, reporting to the Senior Finance Director. Joining this project means contributing to a once-in-a-generation initiative that will transform AstraZeneca's global supply chain and expand access to life-changing medicines worldwide. The role combines strategic business partnering with strong financial stewardship across planning, capital investment, government incentives, controllership and performance management. Success requires commercial judgement, curiosity and the confidence to challenge assumptions, influence decisions and convert financial insights into practical actions in a fast-paced and evolving environment.
Key Accountabilities
Planning, Budgeting & Forecasting
- Provide hands on leadership for budget, forecast and long-range planning cycles across functional costs, operating expenditure, headcount, capital expenditure and productivity initiatives.
- Translate operational plans, workforce requirements, project milestones and site priorities into robust financial forecasts, clearly identifying key assumptions, risks and opportunities.
Business Partnering & Decision Support
- Serve as a trusted finance partner to site and functional leaders, providing forward-looking insight and constructive challenge to support strategic and operational decisions.
- Lead regular performance reviews with cost centre owners, explain key financial drivers and agree practical actions to address risks, capture opportunities and improve outcomes.
- Develop financial models, scenario analyses and sensitivity assessments to support investment decisions, resource allocation, operational readiness, sourcing strategies and productivity improvements.
- Collaborate across Operations, Project, Engineering, Supply Chain, Procurement, Quality, IT and other functions to assess the financial implications of business decisions and seek opportunities to improve value.
- Strengthen financial accountability and capability across the site by supporting other teams to understand cost drivers, financial trade-offs and performance expectations.
Performance Reporting & Insights
- Track and analyse site performance indicators, including spend, headcount, capital deployment and productivity, and translate the results into clear business insights.
- Develop dashboards and executive reporting that highlight performance trends, emerging risks, opportunities, recommended actions and progress against agreed outcomes.
Government Incentives & Capital Governance
- Lead CAPEX and OPEX tracking and supporting documentation for EDB incentive programmes, ensuring compliance with reporting, audit, milestone and eligible-spend requirements.
- Oversee capitalisation policy compliance, investment appraisal, benefits realisation and financial risk assessment across the project portfolio.
Financial Controllership, Risk & Controls
- Ensure a complete and timely month-end close and the integrity of reported results. Partner with Global Finance Services (GFS) on financial accounting activities and coordinate delivery across Record-to-Report, Procure-to-Pay, Order-to-Cash, Cash and Banking, Travel and Expenses, and Master Data. Act as the primary embedded Finance escalation point for transactional finance services and manage local statutory reporting requirements.
- Review corporate tax, GST and Major Exporter Scheme requirements, withholding tax and transfer-pricing matters before approval for submission, working with relevant specialist teams as required.
- Lead proactive financial risk management and ensure that financial controls, including SOX controls, operate effectively throughout the year. Identify and resolve issues promptly, coordinate internal and external audits, and maintain clear communication with relevant teams.
- Establish sustainable asset-accounting controls for additions, transfers, disposals, impairments and physical verification, supported by complete documentation and audit trails.
Continuous Improvement, Digitalisation & Ways of Working
- Drive simplification, standardisation, automation and improvements supported by digital tools or AI across finance and operational processes.
- Work closely alongside GFS team in Kuala Lumpur to support accurate reporting and audit readiness, champion Operational Excellence, and share best practices across the Operations Finance network.
Essential Skills & Experience
- Bachelor's degree or equivalent experience in Finance, Accounting or a related field; CPA, ACCA, CMA or an equivalent professional qualification preferred.
- Proven years of dynamic finance experience in pharmaceutical, biologics, complex manufacturing or another relevant industrial environment; greenfield or start-up experience is advantageous.
- Hands-on experience with SAP ECC and/or SAP S/4HANA, including Finance modules, cross-functional integration and implementation lifecycle activities from blueprint through hypercare.
- Proven ability to deliver IFRS-aligned close and insightful management reporting, and to lead budgeting, forecasting and scenario planning with clear communication of opportunities and risks.
- Experience in capital tracking, forecasting, adherence to capitalisation policies, evaluation of investments, realisation of benefits and, preferably, government incentive programmes.
- Able to collaborate with different parties with the ability to challenge constructively, translate complex information into practical recommendations and support senior leaders with robust analysis.
- Proven track record to identify automation opportunities, drive standardisation, support digital or AI-enabled transformation and implement sustainable continuous improvements.
- Strong commercial judgement, documentation and audit rigor, adherence to cGMP and conduct requirements, advanced financial modelling capability, and a hands-on approach in a fast-paced environment.
