Description

As an Associate Director, State Government Affairs, you will be the voice of all public policy matters for a leading global pharmaceutical company, AstraZeneca. The role is for a highly engaged political leader who will work with government officials in the states of Delaware, Maryland, Pennsylvania and North Carolina.

This position executes state and local government affairs activities (including strategic and tactical design and implementation) to shape legislation/regulation/access and other workstreams consistent with business objectives. The successful individual will report directly into the Head of US Government Affairs, with a dotted reporting line to Head of R&D Corporate Affairs.

Major Responsibilities:

External

  • Develop and execute state-based lobbying campaigns (not limited to legislation and regulation) based on company priorities.
  • Develop and maintain strong working relationships with key influencers (including but not limited to: elected officials, governors, executive agencies, trade associations, think tanks, and third-party allies on the local and state level).
  • External thought leader (based on substantive and legislative know-how).
  • Demonstrate leadership with national/political organizations, associations or committees.
  • Represent home-states of Delaware and Maryland (where numerous facilities are located) and engage on issues related to the day-to-day operations of the facilities.
  • Develop and execute local community engagement strategy in Gaithersburg that includes but is not limited to local community business initiatives and residential home-owners associations.
  • Participate in PAC and Grassroots solicitations and organize and attend fund-
    raisers.

Internal

  • Provide leadership within the organization on local state-related public policy issues.
  • Ensure alignment and integration of state-related key business objectives and strategies among all AZ stakeholders, including commercial business partners, managed markets, sales and marketing.
  • Identify, analyze and act on legislation and regulatory initiatives as well as emerging issues that impact the company.
  • Act as an internal thought leader and resident expert on local legislative matters and strategic decision making on public policy.
  • Direct and manage SGA interaction and integration with commercial business, including developing and implementing legislative/regulatory strategies to assist and achieve brand objectives.
  • Strategically allocate and manage SGA brand resources
  • Assist Director of PAC & Grassroots in PAC education and recruitment efforts, including internal speaking engagements
  • Liaison with Corporate Affairs internal/external customers to ensure strategic link with corporate brand initiative.
  • Liaison with AZ's federal government affairs lobbyists on issues pertaining to specific regions.
  • Assist Head of USGA in managing contract lobbyists
  • Understand AZ's business goals and priorities
  • Identify and act on emerging issues in the political environment
  • Perform general administrative tasks including expense reports, email and phone calls

Requirements

Minimum Requirements:

  • Bachelor's degree required
  • Based in Maryland
  • 10+ years of experience in Pharmaceutical Industry
  • Strong public speaking skills
  • Requires strong negotiation and advocacy skills
  • Requires knowledge of legislative, regulatory and political processes.
  • Amenable to lobbyist's travel/schedule (including travel, late night, off-hour and weekend responsibilities) -- Up to 40 % travel is required.
  • Weekly travel to each of the company locations in Wilmington, Gaithersburg and Washington DC

Preferred Requirements:

  • 10+ years of experience in Government, Politics or Government Affairs
  • Requires strong interpersonal, communications (public speaking and writing) skills
  • Requires strong internal stakeholder and alliance building capabilities
  • Demonstrated ability to work cross functionally across sales, Market Access, medical affairs, corporate affairs functions, among others
  • Demonstrated ability to work in a highly matrixed corporate environment is strongly preferred.
  • Proficiency in standard business software applications
  • Experience with pharma cross-functional teams (ally development, public relations, policy) would be desirable.
